This is a funny social commentary cartoon from the USSR from 1986. This style of animation, which is hand drawn, then done like stop motion animation on a collage was very common in USSR television. I think it is because it was easier to make than real drawn animation. At the end of the film there is a public service announcement "PEOPLE, PRESERVE THE SILENCE" which sounds exactly is if it said "preserve drinking water"

I was talking to a freind of mine and telling him how much cooler the cartoons were when I was a kid compared to the cartoons from the 90's and today. So that and retrojunk.com inspired me to make this video. The criteria for my top 10 is not the quality of the shows but the quality of the opening intro and Theme song. If it was a top cartoons of the 80's I would have included Robotech, Silverhawks, GI joe you know stuff like that.

Since most 30 min cartoons were in realility 21 mins, they had to fill that extra 9 minutes with commercials and sometimes these little shorts. Around the summer of 2008, I began work on an animated music video for Shalamar's "A Night to Remember", and after putting weeks worth of work into it, I shelved the project in favor of completing other pieces (Crossovers, Music Swaps, etc.).
